Basic Qualifications

  • Maintain regular and consistent attendance and punctuality, with or without reasonable accommodation

PEOPLE WITH DISABILITIES FOUNDATION (PWDF) is a small nonprofit agency located in San Francisco that focuses on equal access for individuals with mental and/or developmental disabilities. Compensation: $90,000 to $110,000 base salary for full-time (35 hours per week), DOE. Benefits include health and dental insurance, vacation hours, commuter checks, etc., after 90 days. PWDF is looking into adding long-term disability insurance benefits. 6 months probation. This is an on-site position. Part-time or hybrid will be considered; applicants who are interested in part-time or hybrid should state so in cover letter. Salary for part-time will be pro-rated.

Duties: The MA will report to the Legal Director (LD).
(1) General Supervisory Attorney responsible for supervision and/or advice to staff attorneys and program manager. Must produce results within 12 months to continue in position.
(2) Oversee disability rights issues, including for representation in federal court; social security/SSI disability, employment, education, health care, housing, and related subjects.
(3) Oversee legal aspects of seminars, trainings, e-newsletter, training videos, and guest speaking.
(4) Remain updated with respect to both law and psychiatry, e.g., read monthly published studies in APA monthly publication.
(5) Oversee preparation of advocacy reports for Board meetings.
(6) Represent PWDF; e.g., vendor contracts and HR matters.
(7) Communicate and coordinate with other organizations serving our target population.
(8) Must be able to attend and fulfill duties for occasional liaison meetings, which may be called without due notice.
(9) Monitor income and expenses as necessary; prepare reports relating to advocacy side of Agency.

Qualifications: The ideal candidate will be results-oriented, highly organized, and will possess the ability to work and communicate in diverse communities. Must be reliable, flexible and able to work within administrative deadlines e.g., work with bookkeeper, program managers, attorneys and paralegals/legal assistants. Proficient computer skills required, including, Word, Excel, PowerPoint. Most importantly, candidates must be committed to providing advocacy for people with primarily but not exclusively mental and/or developmental disabilities (DD) and must be willing to work enthusiastically toward achieving PWDF’s Mission.

Additional helpful qualifications:
Required:
1. Licensed California attorney, minimum of 10 years relevant experience; e.g., civil rights nonprofit experience and litigation in federal court.
2. Exceptional communication skills, ability to write clearly including accuracy for detail.
3. Management experience and a record of achievement in leading teams of people.
4. Preferred but not all required: Experience in Social Security/SSI disability is very helpful, employment, health care, housing, Medicare, Medi-Cal, post-secondary education.

Responsibilities:

Program Management Leadership and Support: plan for periodic review and modification of programs to meet the continuously changing needs of beneficiaries, and to meet the organization’s goal of fiscal responsibility. Continue to develop collaborative programs with other agencies, and ensure the highest levels of quality and customer service by inspiring staff to perform at their peak. Current affairs and research requirement; responsible for keeping abreast of mental health and disability issues, e.g., keeping up to date in relevant health care articles and governmental agencies’ reports.

Fiscal Management: Ensure that the organization’s growth is supported internally in key areas: technology, human resources, and attorney fees.

Position Responsibilities Include:

  • Legal Duties
    • Represent clients in SSA disability matters, including SSDI, SSI, CAPI, and continuing disability review cases.
    • Conduct legal research on SSA regulations, rulings, POMS/EMs, HALLEX provisions, and relevant federal case law.
    • Draft persuasive written work: pre-hearing briefs, on-the-record requests, objections, reconsideration requests, and administrative appeals.
    • Review, analyze, and summarize extensive medical and vocational evidence to establish disability under SSA standards.
    • Develop case theories based on medical, functional, and vocational limitations aligned with the SSA sequential evaluation process and listings.
    • Provide clear, accurate legal advice to clients regarding the SSA disability process, including risks, timelines, and implications of various case decisions.

    Client Services & Case Management

    • Conduct thorough client interviews and fact-gathering to assess eligibility and case viability using a trauma-informed, harm reduction approach.
    • Maintain regular communication with clients to explain processes, gather updates, and manage expectations.
    • Coordinate with providers and identify, request, and obtain supporting medical records, functional assessments, third-party reports, and treating-source opinions.
    • Prepare clients for hearings, including mock Q&A, explaining likely questions, and reviewing testimony strategy.
    • Manage a high-volume caseload while meeting internal deadlines, SSA timelines, and contractual deliverables.
    • Promote agency mission, purpose, and values in relationships with internal and external partners.

    Hearing & Litigation

    • Represent clients at administrative hearings before Administrative Law Judges, including presenting opening statements, examining witnesses, and cross-examining vocational and/or medical experts.
    • Analyze unfavorable decisions, identify appealable errors, and pursue Appeals Council review or federal court referral when appropriate.

    File Management

    • Creates and maintains confidential client files detailing documents and laws/policies reviewed, correspondence prepared on behalf of the client, and case progress.
    • Updates and maintains client records in the agency’s case-management and billing database.

    Training

    • Provides consumer and provider trainings and community outreach as requested.

    Special Projects

    • Assists with special projects as assigned by Supervising or Managing Attorneys.


Qualifications:

  • Active member of the California State Bar.
  • Two (2) years of public benefits and/or healthcare advocacy or related administrative law practice experience preferred.
  • Experience managing a high-volume caseload and meeting statutory or programmatic deadlines preferred.
  • Ability to implement standard office procedures and practices, including familiarity with general office equipment.
  • High level of initiative, attention to detail, and professionalism.
  • Strong ability to organize and manage multiple tasks, deadlines, and documents.
  • Excellent oral and written communication skills.
  • Strong proficiency with Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, and other internet-based applications.
  • Familiarity with using, navigating, and maintaining computer databases on a regular basis with accuracy and minimal supervision.
  • Ability to work effectively with service providers across multidisciplinary settings.
  • Ability to be sensitive to, and work well with, low-income individuals, people with psychiatric disabilities, people living with HIV/AIDS, people of color, active drug users, people with a history of homelessness or incarceration, and people in the LGBTQIA+ community is essential.
  • Knowledge of Harm Reduction theory and its application to legal services preferred.
  • Familiarity with mental health issues, HIV/AIDS, and state and federal laws regarding disability benefits (SSI, SSDI, OA-HIPP, ADAP, Covered California, Medi-Cal, Medicare, etc.) preferred.
  • Exhibit exemplary customer service, compassion, and care in the execution of all duties and interactions.
  • Bilingual and bicultural (Spanish, Cantonese, Mandarin, Arabic, Vietnamese or Russian) highly desirable.

Position Summary:

We are seeking an experienced Program Lead to oversee the end-to-end implementation of ServiceNow across our organization. The ideal candidate will have a proven track record of successfully leading complex ServiceNow deployments, with a strong preference for experience in the utilities sector. This is a contract role requiring strategic leadership, cross-functional coordination, and hands-on program management expertise.


Key Responsibilities:

  • Lead the full lifecycle of the ServiceNow implementation program, from planning and design through deployment and stabilization.
  • Collaborate with stakeholders across IT, operations, and business units to define requirements, scope, and success criteria.
  • Manage vendor relationships, including ServiceNow partners and system integrators.
  • Develop and maintain detailed project plans, timelines, and budgets.
  • Ensure alignment with enterprise architecture, security, and compliance standards.
  • Drive change management, training, and communication strategies to support adoption.
  • Monitor program performance, manage risks, and resolve issues proactively.
  • Provide regular updates to executive leadership and key stakeholders.

Required Qualifications:

  • 7+ years of experience in program or project management, with at least 3 years leading ServiceNow implementations.
  • Deep understanding of ServiceNow modules such as ITSM, ITOM, CMDB, and HRSD.
  • Strong leadership and stakeholder management skills.
  • Experience managing cross-functional teams and third-party vendors.
  • Excellent communication, organizational, and problem-solving skills.
  • PMP, ITIL, ServiceNow certifications .

Nice to Have:

  • Experience implementing ServiceNow in a utility or energy sector environment.
  • Familiarity with regulatory and operational requirements specific to utilities.
