Budget & Decision Support

The Director, Enterprise Budget will report to the Vice President of Budget & Financial Forecasting. He/she will also work closely with the Sr. Vice President of Budget and Financial Forecasting, other members of Finance management, and senior leadership/management throughout HSS.

The Director will be responsible for the enterprise budget as well as hospital's patient-revenue budgeting process. Working with key stakeholders throughout the organization, he/she will manage the annual budgeting process and develop the annual budget for all external entities/collaborations. The Director will evaluate the current processes for budgeting and help implement process enhancements in furtherance of strategic goals.

He/she will have deep knowledge of, and direct the creation of, every component of HSS's financial budgets, including but not limited to: income statements for all divisions/entities, balance sheets, capital budgets, strategic initiatives, and volume/patient revenue.

RESPONSIBILITIES: The specific responsibilities include, but are not limited to:

  • Develop an extensive understanding of the hospital, its strategy and mission, its operations and finances, and its integrated strategic financial plan.
  • Manage the annual budget development process for hospital and all external entities and collaborations.
  • Manage the patient-revenue budgeting process; develop and oversee the patient-revenue budgeting model; analyze and explain patient-revenue variances throughout the year.
  • Work with key stakeholders throughout the organization to develop annual volume budgets, key budget assumptions pertaining to revenue and expenses, as well as monthly spreads for all entities.
  • With the VP of Budget and Financial Forecasting, conduct monthly reviews of the financial performance and update overall financial projections (P/Ls, cash flows, etc.) for the year.
  • Assist with the preparation of monthly reporting packages and dashboards for distribution to senior leadership.
  • Develop and coordinate all supporting budget documents required for Board presentations, annual budget book, management presentations, etc.
  • Manage all projects through a systematic approach that translates work plans into deliverables, with measurable outcomes, on a timely and cost-effective basis.
  • Manage a highly capable and engaged team and foster a team-centered culture wholly consistent with that of the hospital.
  • Stay current on developments in hospital/healthcare finance and industry dynamics; anticipate changes and their corresponding impact on the department/organization; provide strategic counsel and new thinking that adds value to the institution.
  • Establish best practices; improve processes, systems, and methods of work to achieve the highest level of productivity and service to all constituents.
  • Establish strong working relationships with financial leadership and colleagues and key personnel of interfacing departments, as well as other HSS departments and staff.

Qualifications

EDUCATION:

  • A bachelor's degree in accounting/finance or other relevant specialty is required. MBA or other advanced degrees are desirable, but not required.

EXPERIENCE, COMPETENCIES, AND PERSONAL CHARACTERISTICS:

  • Solid experience (7-10 years) in hospital budgeting and finance is required. Experience in a successful, dynamic and growing organization is highly desirable.
  • Minimum of 3-5 years of supervisory, team-related experience is required.

Required Qualifications to Be Successful in This Role:

10+ years of experience in supply chain transformation, operations consulting, technology consulting, service delivery, or operating model design. Experience supporting warehouse launches, technology deployments, hyper care programs, or large-scale operational implementations. Proven experience designing and implementing scalable operating models, managed services, support organizations, or deployment capabilities. Salary Range:

$40,000 - $55,000

OBT’s programs operate out of multiple locations and serve as a bridge to economic opportunity for youth, individuals, and families in underserved communities. Through various sector-based pathways, we offer programming that extends from high school equivalency programming to industry-certified training. OBT is funded through a mixture of government contracts, corporate and foundation grants and private contributions.

Job Summary
The AELP helps adults who are 18 years or older build a foundation for success. The program, which includes instruction in adult basic education (ABE), English for speakers of other languages (ESOL), and high school equivalency (HSE) exam preparation is designed to improve basic reading, writing, numeracy, and English language skills; and assist adults in completing high school; prepare them for successful transition to postsecondary education and work.

Reporting to the Program Coordinator, the ASL GED Instructor leads HSE classes incclusive of hearing impaired students and provides administrative support for the program.Essential Responsibilities and Duties
  • Prepare for and facilitate in-person and online classes as scheduled in collaboration with the Program Director.
  • Schedule and maintain records of intake and testing appointments.
  • Pre-screen requests for program services and make external referrals if appropriate.
  • Assist students with completing TASC applications in a timely manner, including gathering required documents.
  • Enter participant information into Salesforce and other databases (i.e. Googlesheets, PTS and CWE outcomes for AELP).
  • Organize and assist with TABE pre-testing and post-testing.
  • Assist students with completing TASC applications in a timely manner, including gathering required documents.
  • Evaluate TABE results for outcomes and gains.
  • Maintain accurate Excel spreadsheets to track student attendance for AELP program; make student retention phone calls based on daily attendance.
  • Produce timely, accurate, routine and uniformly high-quality reports.
  • Maintain student files in preparation for contractual audits.
  • Provide internal and external referrals to students.
  • Assist AELP staff with administrative/clerical duties and support other programming tasks as necessary.
Education and Experience
  • Minimum of 3 years of experience in adult education.
  • Bachelor’s Degree in Education or related field.
Qualifications and Skills
  • Belief that education is a path to breaking the cycle of poverty and inequity.
  • Excellent oral and written communication skills.
  • Demonstrated ability to motivate and challenge students to achieve a high level of performance through rigorous academic performance.
  • Must possess a friendly, outgoing and professional personality and be able to maintain a high degree of discretion in dealing with confidential information.
  • Experience with Microsoft Word, Excel required.
  • Must have an excellent attendance record.
  • Show a commitment to quality and excellence.
  • Must be detail oriented and learn quickly.
  • Must continually seek new tools, techniques, job training and learning opportunities. 
  • Must be proficient in American Sign Language
