The American Red Cross is currently seeking a Building Engineer for the Greater Pennsylvania Region. The position is based in Johnstown but will include travel throughout the state.

The primary facility in Johnstown is regulated by the FDA. It is 131,000 square feet.

Experience working in an FDA-regulated, GPM (Good Manufacturing Practice) facility is highly preferred.

WHAT YOU NEED TO KNOW (Job Overview):

Under minimal guidance, the Building Engineer will oversee and conduct maintenance and repair in specific, regulated American Red Cross buildings. Advise in the planning for building systems, electricity, equipment repair, building design and general building maintenance. The Building Engineer will maintain basic knowledge of structural systems, control systems, code issues, and ability to recognize problematic mechanical devices. Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State, and local regulations.

  • Act as onsite subject matter expert on building engineering. Advise in the planning for building systems, electricity, equipment repair, building design and general building maintenance.

  • Perform a variety of service work in specialized building systems such as mechanical, electrical / electronic, hydraulics, carpentry, or machine servicing. Assist in operations and maintenance issues, troubleshooting and problem solving as required. Conduct preventive and corrective maintenance on all HVAC equipment and other related machinery.

  • Ensure all regulatory operations meet the minimum compliance standards. Maintain both the ongoing regulated training to perform assigned regulatory tasks and the relevant role specific training, in compliance with regulatory requirements.

  • Enforce organization safety policies, regulations and procedures related to facilities management to ensure they are always followed.  Perform facility safety and fire extinguisher inspections, schedule fire drills, and maintain safety documentation., oversee emergency generator, and create/issue security access cards. Monitor security surveillance system and equipment as needed.

  • Oversee and maintain facility maintenance work-order system to include coordination and timely submission of work orders and provide maintenance dispatch for emergency requests.

  • Provide administration support to include coordination and preventative maintenance schedules, ordering department supplies, record and log maintenance, and coordination and submission of work orders. Maintain accurate operational logs of equipment in building.

  • May receive regulated supplies and oversee bio-waste pick-ups, supplies and destruction manifests.

WHAT YOU NEED TO SUCCEED:

  • Education:  Bachelor's degree or equivalent trade school certificate required. Current Universal Refrigerant license, OSHA 10 and HVAC certification required. ASHE (i.e. American Society for Healthcare Employees) membership or ability to obtain and maintain preferred.

  • Experience: Minimum 7 years of related experience, preferably within laboratory, hospital setting, SDS or CGMP controlled environments.

  • Current Universal Refrigerant license, OSHA 10 and HVAC certification required. ASHE (i.e. American Society for Healthcare Employees) membership or ability to obtain and maintain preferred.

  • ​Management Experience: N/A

  • Skills & Abilities:

Air Traffic Control Tower

Responsible for the safe, orderly, and expeditious flow of air traffic control duties in a Visual Flight Rules (VFR) Air Traffic Control Tower.

Works under the general supervision of the Tower Manager who relies on the incumbent to perform established duties independently. On new or revised procedures, the manager gives detailed instructions and observes, and checks work during or immediately after completion according to complexity of the task or until satisfied the incumbent can perform it independently.

Makes decisions involving:

  • The order of departures that will assure all aircraft equitable treatment and will assure that departing IFR flights operate at the fix, altitude, and the time designated by the center or approach control clearances.
  • The times and direction of takeoff and any turns necessary for departure.
  • Whether inbound aircraft are to land immediately or circle and whether distances are lengthened to control the arrival of an aircraft at a given point.
  • The active runway and possible simultaneous use of other runways.
  • The time and methods by which arrivals and departures can be interspersed with the least delay to traffic.
  • When landing and departing aircraft are cleared to use the runways to assure standard separation between aircraft on the runways.
  • The sequence of arriving traffic, before it enters the traffic pattern, to assure a safe, orderly flow of aircraft on final approach to the landing runway.
  • That IFR separation standards are applied, as delegated by approach control of the center, in limited areas around the airport to provide initial separation between IFR arrivals and IFR departures and between successive IFR departures.
  • The sequence of VFR and IFR traffic, using radar equipment as an aid and, when delegated, separating IFR traffic.
  • When VFR flights through the airport traffic area can be authorized.

Determines the usability of communications frequencies available to him/her as other navigational aids used to control air traffic. Monitors navigational aids and monitors control panels, including BRITE display to determine acceptability of its alignment and display presentation. Instructs pilots to change radio frequencies/radar beacon codes.

When appropriate, coordinates with the other controllers on movements of both arrival and departure aircraft.

When traffic conditions warrant, controllers in non-approach terminals are responsible for:

  • Preplanning traffic sequencing and separation over an area which may reach out to a radius of 5 miles or more.
  • Preplanning and setting up check points required to ensure the maintenance of necessary traffic separation.
  • Maintaining a continuous mental picture and evaluation of a constantly changing traffic complex frequency dispersed over an equivalent geographic area.
  • Maintaining continuous radio watch with aircraft which have previously contacted the facility.
  • Accepting responsibility to handle IFR traffic at his/her airport.

Studies weather bureau reports and forecasts, obtains LAWRS/SAWRS weather certification, observes weather from the tower and records pilot reports to determine the effect of present and anticipated weather on traffic; furnishes aircraft with information such as field conditions, altimeter settings, weather conditions, operating status of navigational aids, and observed malfunctioning of aircraft, forwards to the weather bureau and the appropriate center, pilot weather reports and reports based upon personal observation of weather conditions; operates light guns, runway lights, field lighting, jet barriers etc.

Orients pilots of aircraft lost or in difficulty; determines whether a given situation may operations offices, airport management offices, and fire and ambulance services.

Performs lower grade level duties as necessary to meet operational requirements and for proficiency maintenance.

Provides OJT training to others.

Requirements:

Individual must have a CTO Certificate and a current Class II Medical Certificate. Position is subject to drug and/or alcohol testing per the DOT/FAA requirements (pre-employment, random, reasonable cause/suspicion, post-accident). Individual must have held a Control Tower Operator Certificate (CTO) with a facility rating or have held an FAA Credential with a tower rating, for a minimum of six months in an Air Traffic Control Tower.

West Chester Area School District serves more than 12,000 students across 17 schools: 11 elementary, 3 middle, and 3 high schools. The district covers a 75-square-mile area that includes West Chester Borough and surrounding townships in Chester and Delaware Counties. The Supervisor of Equity leads the development and continuous improvement of equitable instructional systems to ensure that all students have access to opportunities and support to experience inclusive, identity-affirming, and high-quality learning environments. This role centers on strengthening student belonging, removing systemic barriers to access and opportunity, and building coherent support systems for educatorsparticularly through new teacher induction and mentoring. The supervisor serves as a strategic leader who aligns equity-based practices with classroom instruction, teacher development, and student learning experience, ensuring that district priorities translate into meaningful, consistent outcomes across schools.

Essential Duties and Responsibilities:

  • Equity, Access, and Inclusive Learning Experiences
    • Ensure equitable access to programs, services, and learning opportunities across buildings, with consistent expectations and implementation practices: instructional practices at all three learning levels, Advanced Placement, dual enrollment, cyber school, summer school, and acceleration options.
    • Support high levels of student engagement by analyzing qualitative and quantitative data to identify opportunity gaps, systemic barriers, and areas for targeted support; lead responsive, sustainable improvement efforts.
    • Collaborate with principals, instructional & equity coaches, supervisors, and equity advocates to embed student voice, cultural relevance, and identity-affirming practices into classroom instruction and learning environments.
    • Apply an explicit equity framework across instructional practices, student experiences, and district priorities to ensure access, opportunity, support, and high expectations for all learners.
  • Student Belonging, Inclusion & Classroom Experience
    • Ensure that learning experiences reinforce cultural relevancy, student belonging, inclusion, and a strong classroom connection, affirming that each student is a valued member of their learning community.
    • Support the implementation of restorative practices as a core instructional and community-building approach, ensuring classrooms foster belonging and inclusion.
    • Monitor indicators of the student learning experience, including engagement, belonging, and persistencealongside academic outcomes to ensure that instructional systems promote inclusion rather than isolation.
  • Adult Equity
    • Lead the design, implementation, and continuous improvement of the district's new teacher induction program, ensuring it is coherent, supportive, and aligned to district instructional expectations.
    • Coordinate and strengthen mentoring systems so that all new teachers receive consistent, high-quality, job-embedded support during their early years.
    • Collaborate with administrators, mentors, and instructional leaders to provide structured guidance that builds teacher capacity to deliver equitable, inclusive instruction.
    • Monitor induction effectiveness using educator feedback, retention data, and instructional outcomes to refine supports and improve long-term educator sustainability.

Minimum Qualifications:

  • Supervisory Certificate - Curriculum & Instruction or Principal Certificate
  • Minimum of five years of successful experience working in education
  • Subject area expertise in the areas of Equity and Belonging
  • Extensive knowledge and experience in the development of curriculum and in leading high-quality professional learning
  • Effective interpersonal skills with the ability to interface diplomatically with other administrators, teachers, parents, students, Board members, support staff, colleagues, and outside professional contacts
  • Ability to work with and apply concepts; ability to define problems, collect data, establish facts, and draw valid conclusions; proficiency in the use of technology for individual and system management, communication, and research; proficiency in presentation technology to enhance small and large group information and demonstration session

Reporting Relationships:

The Supervisor of Equity will report directly to the Director of Teaching and Learning. They will work closely with the Teaching and Learning team and will informally manage three Equity Coaches working in the district. The Supervisor of Equity will work closely school and district leaders. They will provide professional development across the organization.

Terms of Employment:

  • This position is a 12 month position.
  • This position requires someone to be on site 40 hours a week.
  • Starting salaries are determined based on relevant experience, education, and internal equity, and are generally set below the midpoint of the salary range.
