JOB SUMMARY:

The Executive Director is the chief executive officer of Chugach Tribal Services (“CTS”) and reports directly to the Board of Directors. ESSENTIAL DUTIES:

  • Schedules, plans, and presents at CTS’ quarterly Board meetings.

WORK CONDITIONS:

Work is generally performed in a traditional office environment. Job Summary : The Practice Director provides administrative leadership over the NorthStar Care Community (NSCC) EverCare practice operations. This position leads the design, launch, and early operations of a geriatric primary care practice, serving as the internal owner of the provider practice build. The role is accountable for standing up the primary care service line, overseeing day-to-day operations through launch, and positioning the practice for scale, sustainability, and integration as it evolves.

Essential Functions:

  • Serves as the owner of the provider practice build and launch, accountable for translating strategy into operational execution.
  • Partners closely with senior leadership to align internal practice readiness with external partner commitments during launch and early scaling.
  • Designs, builds, and operationalizes the geriatric primary care model, ensuring workflows support high-quality, coordinated, value-based care delivery.
  • Owns and oversees internal clinical support operational workflows, including:

  • Collaborates with clinical leadership to align operational processes with population health goals, quality metrics, and patient outcomes.
  • Leads cross-functional coordination with finance, IT, compliance, HR, and clinical operations to support practice launch and sustainability.
  • Supports EHR implementation and optimization to ensure workflows, documentation, and reporting support care coordination and value-based performance.
  • Establishes and monitors key operational and clinical performance indicators, using data to identify gaps and drive continuous improvement.
  • Serves as the primary internal and external representative of the program, ensuring consistent and professional communication with all stakeholders.
  • Manages and resolves all program-related complaints and concerns in a timely, thorough, and professional manner.
  • Identifies operational risks early and proactively escalates and resolves issues to protect patient experience, staff engagement, and organizational reputation.

Marginal Functions: Performs other related duties as assigned.

Supervision: Reports to the VP, Physician Practice / Chief Medical Officer. Supervises, coaches and mentors direct reports within designated areas of responsibility.

Working Relationships:

Internal: Extensive contact with all members of the interdisciplinary team and various staff at all levels; frequent contact with NSCC physicians.

External: Extensive contact with patients and family members; frequent contact with referring physicians, extended care facilities, hospital nursing and physician staff, other contracted agencies, facilities, and community programs as needed.

Qualifications:

  • Experience in home-based primary care or assisted living facility management; leadership experience will be considered as equivalent experience.
  • Master of Public Health or Master of Business Administration preferred.
  • Demonstrated experience with geriatric practice operations and standing up new service lines.
  • Strong understanding of home-based primary care models and value-based care structures, including ACOs, Medicare Advantage, and I-SNPs.
  • Working knowledge of clinical workflow design for value based care across disciplines, including providers, nursing, care coordination, and administrative teams; working knowledge of care coordination workflows, transitions of care, and population health operations.
  • Familiarity with assisted living facility workflows and operating environments is strongly preferred.
  • Strong project management skills, with the ability to manage complex, multi-workstream initiatives from planning through execution, are required.
  • Experience designing and operationalizing scheduling, intake, triage, communication, and documentation workflows; Data-driven operational mindset, using metrics and KPIs to guide decisions and improvement.
  • Strong ability to bridge clinical and operational teams, building shared understanding and accountability.

This position will provide hands-on leadership for the safe, profitable, and disciplined execution of modular projects, custom design-build, and new manufactured product portfolios. This role will maintain clear ownership from project award through closeout and is responsible for the project outcome to all stakeholders.

This position will partner closely with the Sales team during pursuit, estimating, contract formation, and project award, and remaining engaged throughout project execution, which includes client communication, change management, cost recovery, schedule decisions, and issue resolution.

KEY ACCOUNTABILITIES/RESPONSIBILITIES

Portfolio and Project Delivery Leadership

  • Personally lead selected large, complex, high-risk, or strategically important projects from handoff through commissioning and closeout.
  • Provide active direction and oversight across the broader portfolio of modular, custom design-build, and purchased projects.
  • Confirm that scope, schedule, budget, quality, safety, procurement, site execution, commissioning, and closeout requirements are clearly defined and owned.

  • Maintain a consistent operating cadence including kickoff meetings, project reviews, site reviews, risk reviews, forecast updates, and closeout reviews.

Team Leadership, Capacity, and Accountability

  • Lead, coach, and develop approximately four to six Project Managers and provide clear direction to Field Superintendents and Construction Managers.
  • Assign projects and resources based on capability, workload, complexity, geography, and risk.
  • Set clear expectations, decision rights, deliverables, and deadlines; inspect follow-through and address missed commitments directly and constructively.
  • Build a high-accountability culture that supports collaboration, candid communication, disciplined execution, and continuous improvement.
  • Maintain visibility to team capacity, project workload, travel needs, and critical coverage requirements; re-balance resources as conditions change.
  • Conduct regular one-on-one coaching, team meetings, project health reviews, and performance discussions in coordination with Human Resources and leadership.

Process Discipline and Project Controls

  • Challenge scope, quantities, labor assumptions, schedules, subcontractor pricing, freight, site conditions, allowances, and risk contingencies before project baselines are approved.

  • Analyze committed cost, actual cost, earned progress, productivity, pending changes, exposure, and remaining work to produce credible forecasts.
  • Partner with Finance, Estimating, Supply Chain, Manufacturing, and project teams to improve cost visibility and protect project profitability.

Front-End Sales, Estimating, and Contract Partnership

REQUIRED QUALIFICATIONS/EDUCATION/WORK EXPERIENCE

  • Bachelor’s degree in construction management, engineering, architecture or a related discipline is required.
  • 10+ years of progressive experience in project management and construction delivery, including leadership of complex commercial, industrial, modular, or design-build projects.
