Responsibilities

  • Lead all bid preparation, takeoffs, and cost estimates for new opportunities
  • Manage the estimating team and the pipeline of active and pending bids
  • Develop and maintain unit cost databases, labor rates, and crew productivity standards
  • Review final bid packages and assume responsibility for accuracy and competitiveness

Qualifications

Work Experience and Education

  • Bachelor's degree in Construction Management, Civil Engineering, Construction Engineering, or a related field preferred.
  • 10+ years of estimating experience in heavy civil, utility, water, or wastewater construction.
  • 5+ years in a senior estimating leadership role preferred.

Knowledge, Skills and Abilities

  • Strong knowledge of water and wastewater treatment facilities, pump stations, lift stations, pipelines, utility infrastructure, and civil site work.
  • Experience managing large, complex estimates and multi-discipline project scopes.
  • Proven ability to lead bid reviews, develop pricing strategies, and manage estimating teams.

What you will do

  • APP Operating Leadership & Governance: Provide direct line leadership of Prevea's APP supervisor team who manage the APP discipline at the service‑line level alongside Department Chairs and Executive Directors as peers.   • Bachelors degree and 10 years of related experience as defined below, OR a Master’s degree and 8 years of related experience as defined below, OR an A.A and 12 years of related experience
  • Related experience includes professional and/or military experience to include a background in aircraft, aerospace, manufacturing, quality, program management, engineering, and/or business management related functions
  • 3 years of experience as a leader, manager, or other team lead roles
  • Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation)
  • Must have the ability to obtain and maintain a Special Access Program (SAP) Clearance within 3 months

Preferred Qualifications

  • Current Special Access Program (SAP) clearance
  • Experience in root cause and corrective action processes
  • Strong orientation to change in a dynamic and logistically challenging environment
  • Advanced level of understanding of complex quality policies, procedures, and governmental regulations
  • Ability to analyze alternative courses of action where decisions have risk/reward implications for program or area of influence
  • A demonstrated ability to communicate effectively to all levels of any organization
  • Strong people leadership skills in developing others
  • Ability to build partnerships with internal and external stakeholders
  • DCMA and AS9100 Quality Management System compliance knowledge

Primary Level Salary Range: $197,600.00 - $296,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such that the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
