Overview

Lynker is seeking a Geospatial Analyst - Pacific Regional Geospatial Coordinator, to support the National Oceanic and Atmospheric Administration’s (NOAA) Office for Coastal Management (OCM). This position will be located at the Inouye Regional Center in Honolulu, Hawaii and requires some travel to partner locations on other islands within the state and to American Samoa, Commonwealth of the Northern Marianas, and Guam. We are seeking an exceptional individual to support NOAA OCM’s core mission to enhance sustainable, healthy coastal communities, through provision of geospatial coordination and technical assistance in the Pacific Region.

The Geospatial Analyst selected will manage analyses of geographic information about the Earth's coasts and oceans as well as providing high-level technical and analytical support to address complex issues such as coastal management, coastal hazards, ocean uses, or land cover and change. This role involves independently achieving day-to-day objectives with significant impact on operational results or project deliverables, and working to achieve key project/program objectives and deliverables. The successful candidate will be responsible for managing major project components or processes across multiple technical areas, overseeing complex tasks, and developing solutions for intricate technical issues that affect various areas or disciplines. They will regularly employ ingenuity and creativity to develop new technical solutions and systems in order to achieve functional objectives, and represent the organization's technical products and services as a subject matter expert during presentations orproduct demonstrations to technical and non-technical audiences. They will also coordinate and develop regional mapping activities between NOAA and its partners, provide hands-on technical assistance and geospatial coordination, serve as an expert to NOAA OCM leadership on regional geospatial activities, and promote NOAA products and services including Digital Coast data, tools and trainings.

Responsibilities

Duties of the Geospatial Analyst - Pacific Regional Geospatial Coordinator will include the following:

  • Identify needs as expressed by regional partners and communicate those requirements to inform the development of NOAA OCM products and services, leading strategic planning for product enhancements.
  • Provide advanced hands-on geospatial technical assistance to partners including complex data discovery, in-depth analysis, and innovative application of complex geospatial data sets and processes.
  • Manage and contribute to product development including NOAA products such as Coastal Change Analysis Program land cover and trend information; coastal hazards and inundation; sea-level rise visualization tools; topographic and bathymetric data; MarineCadastre.gov; Digital Coast; and the creation and analysis of geospatial data and maps.
  • Fostering collaborative solutions by responding to and managing complex geospatial technical assistance requests, and proactively coordinating and sharing information with other staff members across the region and OCM.
  • Develop comprehensive case studies of advanced applications of NOAA data, tools, or training to address specific regional coastal management outcomes and provide expert technical assistance in transferring these to other partners.
  • Lead the development of contextual maps, such as ESRI and story maps, that will be hosted on the Digital Coast website, ensuring high-quality and impactful content.
  • Represent NOAA OCM’s technical work as a subject matter expert in relevant geospatial and regional work groups. This includes participating in and leading regional geospatial work groups; assisting with and guiding coordination of state and federal mapping and application efforts; developing advanced geospatial tools, information, and regional data coordination; and providing expert hands-on technical assistance.
  • Oversee, track, coordinate, and strategically engage with relevant geospatial activities in the region with a focus on helping coastal states and communities make informed decisions on the use of their lands and waters.
  • Identify and cultivate high-level relationship-building opportunities and develop strategic partnerships in coordination with OCM’s Pacific staff and other National Ocean Service and NOAA regional programs.
  • Provide expert technical support for Coastal Geospatial Services Contract (CGSC) task orders as needed to support regional geospatial initiatives, often acting as a technical lead.
  • Compiling, processing, and analyzing geographic data of varying scales and sources, both raster and vector-based, in order to produce derived products, maps, statistics, and other information, often involving complex data integration.

Qualifications

The Geospatial Analyst - Pacific Regional Geospatial Coordinator selected should have the following:

  • M.S. or PhD. in geography, remote sensing, GIS, coastal management, or related field and 4+ years of related experience OR a B.S. and 9+ years of related experience.
  • Expert knowledge of the region (including American Samoa, CNMI, Guam, and Hawaii) and the cultural context in which our coastal and marine partners are working and living.
  • Superior, proactive communication, organizational, and interpersonal skills, with a proven ability to influence and collaborate at high levels.
  • Highly self-motivated and capable of independent work in a distributed team environment without direct day-to-day, on-site supervision, demonstrating leadership and initiative.
  • Advanced ability to understand and analyze complex coastal management issues and apply innovative geospatial technologies to develop and implement solutions.
  • Demonstrated expert ability to build and maintain strategic relationships with senior management, colleagues, and external partners, including leading collaborative initiatives.
  • 4+ years of experience using advanced geospatial analysis tools such as ERDAS, ESRI ArcGIS (including extensions and scripting), QGIS, eCognition, Global Mapper or similar, with expertise in complex analysis and automation.
  • Extensive experience in the development and analysis of land cover data, geospatial imagery, and/or elevation data, including advanced processing and quality control.

Voice is one of the key interfaces humans will interact with AI at scale. To make this reality, we are building the engine for the next generation of AI-driven software. Our primary focus is pushing the boundaries of speech modeling (STT & TTS). We approach this by researching and utilizing ML ideas that allow us to achieve state-of-the-art results (we recently ranked #1 on Artificial Analysis for Text-to-Speech models).

Working with audio is uniquely complex - arguably more so than text - because the solution space for how a specific phrase can be spoken is effectively infinite. This creates a vast landscape of challenges, from data collection and efficient training infra to creating RL alignment environments and ultra-low latency inference optimizations.

We are seeking Staff and Principal level Research Scientists to solve these challenges. You will be responsible for researching, building, optimizing, and deploying the production ML systems that thousands of developers integrate with their systems. Your work will focus on the difficult research and engineering problems of building the engine for the next generation of AI-driven software.

Qualifications

  • Power user of AI agents for work automation.

  • A PhD in a relevant technical field, or a BA/BS degree with equivalent research and/or engineering experience.

  • 5+ years of combined experience in software development (e.g. with Python or C++) and applied ML engineering.

  • Demonstrated experience applying or researching Machine Learning in one or more of the following domains:

    • Speech or video processing

    • Natural Language Processing (NLP)

    • Action planning

  • Strong foundation in data structures, algorithms, and neural network architectures.

  • Proficiency with ML frameworks such as PyTorch.

  • A passion for learning and staying up-to-date with the latest advancements in ML/Voice AI research and its applications.

Leidos is seeking a candidate for a Mandarin Toponymist/ Geospatial Linguist candidate to support a customer site in St Louis, MO

Active TS/SCI and willingness to obtain a POLY level clearance is REQUIRED to be considered.

The Toponymist (Geospatial Linguist) shall analyze and conflate information associated with feature data listed in the Geographic Names Database (GNDB) while working closely with Intelligence Community (IC) geographic names experts.

Selected candidate will use agency guidance and policies to respond to questions concerning the proper and correct usage of names, various Romanization systems, and the treatment of descriptive information on standard products.

These services will use the Geographic Names Processing Systems (GNPS), charts, imagery and geospatial tools to refine names information for use in all types of products and to respond to use question via the Ad Hoc Query process.

In addition, the candidate will prepare files and maps for work, accurately entering data to maintain and update the GNDB, including batching the completed work into the GNDB.

The accuracy and reliability of the selected candidate’s work is essential to the missions of these users.

Primary Responsibilities

  • Analyze and provide conflated information associated with Foundation feature data listed within the Geographic Names Database (GNDB) and other data repositories, while working closely with geographic names experts.
  • Use BGN and guidance and policies to respond to questions concerning the proper and correct application of names, various romanization systems, and the treatment of descriptive information on products. These services will use the FGModernization Geographic Names Processing System (GNPS), charts, imagery, and geospatial tools to refine names information for use in all types of products and to respond to user questions.
  • Accurately enter and maintain data to update the GNDB. Geographic names are provided by Toponymist for use by the federal government and other U.S. and foreign users. Their accuracy and reliability are essential to the missions of these users.
  • Research, order, scan, and geo-reference hydrographic and topographic sources, supporting textual sources, and commercial imagery to enhance toponymic and geographic accuracy. Georeferenced maps and imagery must be conflated with the GNDB. Spelling and other metadata shall be verified.
  • Interpret and apply policies governing the treatment of names as well as general guidelines emanating from the BGN, the Department of State (DoS), North Atlantic Treaty Organization (NA TO) and other related organizations.
  • Research using ArcGIS Pro and QGIS software as well as common office business software ( e.g., word processing, spreadsheets, e‑mail, and internet browsers) and utilize internet and other general research tools. Sources regularly used include: native maps, secondary source maps, historic maps used for extraction and comparison, textual documents, Internet sources and imagery at various resolutions. Services will result in the creation of shapefiles, geo-databases, and data retrieval/storage.
  • Research and recommend native maps or data for acquisition to use as new source material for production. This includes identifying the producer of the native map or data and where to obtain it.
  • Provide foreign translation as necessary to support the Office of Geography and Mission.
  • Ensure a current and accurate International Trade in Arms Regulations (ITAR) exemption is in effect for all requested support involving partner interaction.

Basic Qualifications

  • Active TS/SCI and willingness to obtain a POLY level clearance is REQUIRED to be considered.
  • Requires HS and experience requirements equaling or exceeding 10 years and may include a combination of relevant education and or experience.
  • Qualified candidates will possess an ILR Skill Level certification for reading (minimum 2+) in the language.
