Job Description

Leadership & Strategy

  • Serve as the primary legal advisor and strategic partner to the heads of CFS, Credit, and Venmo, providing executive-level counsel on business strategy, product development, and regulatory matters.

  • Develop and implement legal support models, guidelines, and templates that enable business partners to move quickly and with confidence.

Product & Regulatory Counsel

  • Provide timely, business-focused legal advice on product design and strategy across CFS, Credit, and Venmo product lines; proactively identify legal and regulatory risks and recommend pragmatic mitigation strategies.
  • Lead legal support for the development and launch of consumer financial services and credit products, including buy now pay later, installment lending, consumer credit, and other financial service offerings.
  • Lead legal support for Venmo product and feature development, including payments, social features, financial services integrations, and related marketing campaigns and commercial transactions.
  • Advise on the full spectrum of applicable federal and state laws and regulations, including EFTA/Reg. E, TILA/Reg. Z, FCRA/Reg. V, FACTA, GLBA/Reg. P, UDAAP, FDCPA, ECOA/Reg. B, SCRA, TCPA, CAN-SPAM, state money transmitter laws, the Remittance Transfer Rule, and other consumer protection and financial services laws.
  • Advise on card network and ACH rules, app marketplace guidelines, and other applicable third-party policies.
  • Review product experiences, marketing content, terms, disclosures, and related materials to ensure compliance with applicable laws.
  • Engage strategically with federal and state regulatory bodies including the CFPB, FTC, CA DFPI, NY DFS, and others; support regulatory exams, internal audits, and third-party reviews.
  • Monitor, analyze, and advise leadership on emerging legal and regulatory developments relevant to CFS, Credit, and Venmo.

Cross-Functional Partnership

  • Collaborate closely with Legal, Risk and Compliance, Finance, and other cross-functional teams to drive business growth while managing legal risk.
  • Participate actively with senior business leaders to plan and execute effective product and business strategies.
  • Build trusted executive relationships with stakeholders across PayPal’s family of companies to enable the delivery of excellent, business-focused legal services at scale.

Additional Responsibilities & Preferred Qualifications

Required

  • J.D. from an ABA-accredited law school; admitted to and in good standing with a state bar.
  • 15+ years of relevant legal experience, with substantial time in a senior executive or leadership role.
  • Deep, demonstrable expertise in Consumer Financial Services (CFS), consumer and business credit and lending, and Venmo or an analogous high-scale consumer payments platform.
  • Comprehensive knowledge of federal and state financial services laws and regulations, including EFTA/Reg. E, TILA/Reg. Z, FCRA, GLBA, UDAAP, FDCPA, ECOA, SCRA, state money transmitter regulations, and guidance from the CFPB and FTC.

Responsibilities

What you will do

The Medical Science Liaison (MSL) role embodies our medical mission to be recognized as the trusted partner for internal stakeholders and the healthcare community, driving scientific exchange to enhance medical education, data generation, insight generation and patients’ access to medicine.

The MSL/Senior MSL is responsible for identifying disease and product related medical needs in a defined geography. The primary role of the MSL/Sr. MSL is to develop and maintain relationships with Thought Leaders (TL) and Healthcare Providers (HCP) within their territory. The purpose of their interactions is to engage in meaningful scientific exchange that will ensure patients have access to BMS medicines, to ensure their safe and appropriate use through peer-to-peer discussions aligned with medical strategies and needs expressed by external stakeholders, and to facilitate research. The MSL/Sr. MSL also serves as the medical resource for external stakeholders in the community.

External Environment and Customer Focus

Develop and maintain relationships with academic and community research thought leaders, appropriate HCPs, and access stakeholders, within a given geography to answer scientific, unsolicited product, and Health Economics and Outcomes Research (HEOR)-related questions. The MSL will use various channels for interactions (1:1, group presentations, remote, etc.)

Demonstrate proficiency in using available scientific resources and presentations. Effectively present information to TLs/HCPs and be able to respond to questions, ensuring medical accuracy and compliance with local procedures, ethical and legal guidelines and directives.

Actively assess the medical landscape by meeting with TLs/HCPs/Access Stakeholders to understand their needs and expertise. Continuously update their own knowledge in treatment strategies, products, unmet medical needs, clinical trials, health economics outcomes research and scientific activities. Understand the competitive landscape and evolving healthcare models and actively prepare to address informational needs of customers

Identify opportunities to partner with HCPs on disease state initiatives, collaborative research projects, and investigator sponsored research (ISR) of interest and in alignment with BMS strategic objectives
